IT may not be great bedtime reading, but this newly-published book can show you how to stop projects that threaten the environment, or your neighborhood.

"Protecting Paradise, A Citizen's Guide to Land & Water Use Controls in Hawaii," is a handy guide to the laws and agencies that determine the fate of projects large and small.

The 139-page book reviews the state water code, conservation districts, coastal zone management and public access to information.

Written by environmental lobbyist and Sierra Club Hawaii Director David Frankel, the book was jointly produced by the Sierra Club and the League of Women Voters.

According to Frankel, numerous publications exist to help developers overcome regulatory hurdles. "Protecting Paradise" is aimed at "helping the average citizen respond to development proposals."

Frankel, a perennial figure at legislative hearings dealing with proposals affecting the environment, is a lawyer and urban planner.
