What those surcharges
on your phone bill are for

QUESTION: I just got my phone bill from GTE Hawaiian Tel and notice all the taxes and surcharges. Could you print an explanation on what all those charges are for?

ANSWER: An explanation of the taxes and surcharges, as provided by GTE Hawaiian Tel, is as follows:

Federal excise tax: 3 percent of all regulated services.

Public Utilities Commission Service Fee: .25 percent of regulated local services, including basic exchange service, intrastate toll and private line charges. The fee funds the PUC special fund.

Interim Intrastate Surcharge: 8.079 percent of regulated services. The interim rate increase was approved by the PUC and went into effect Sept. 1.

Telecommunications Relay Services: 7 cents per line to pay for services for the deaf.

Statewide 911 Emergency Service Surcharge: 27 cents per line. It funds the statewide enhanced 911 emergency service authorized by state law.

Rural Service Program: 62 cents per line. It funds investment in rural areas to provide single-line services as approved by the PUC.

Long Distance Carrier Surcharges: Varies by carrier. This is the one-time charge assessed when a customer changes long distance carrier.
